Below are links to the February  2001 version of the draft Comprehensive Master Plan.  The links are in in the Adobe format and it may take a few minutes to open and view each file, but the Adobe format enables you to see a true copy of the master plan complete with graphs, maps and photographs.  You can also view the plan on the Town of Carmel web site as well as an Update from the Town Board
